Merge pull request #16616 from alalek:dnn_fix_input_shape

* dnn: fix processing of input shapes

- importer: avoid using of .setInput() => .setInputShape()
- setInput: shape limitation check (partial)

* dnn(test): test .setInput() in readNet()
