* Update OpenCVFindVA_INTEL.cmake
When set env VA_INTEL_IOCL_ROOT, "if($ENV{VA_INTEL_IOCL_ROOT})" don't work.
My modification as follow.
- if($ENV{VA_INTEL_IOCL_ROOT})
+ if(DEFINED ENV{VA_INTEL_IOCL_ROOT})
